If the lawyer arrives before gaining the confession, a council-reinstated Spectre Shepard can still play the Spectre card to get the confession, or they can sell out Mouse gaining Renegade points to get Kelham to tell them who the target is.
Shepard may also have to pull out their gun and start waving it around to get the confession, but if all the right choices are made, that usually isn't necessary. Eventually, Kelham will tell them that the target is a Turian politician with an anti-human platform named Joran Talid.
After gaining the target's name, return to Bailey, who arranges transportation for Commander Shepard to Talid's location. While following Talid on his campaign trail, Shepard must shadow the trail and update Thane from the catwalks above. Not updating Thane on Talid's position promptly will result in not reaching Kolyat in time to stop him from assassinating the Turian.
The mission completes, but Thane's loyalty is not earned, so be sure to update Thane regularly on where Talid is and what he's up to. Talid can be followed easily, just keep an eye out for his red-suited Krogan bodyguards. Start out by going right to grab the data pad with the heavy pistol upgrade, then pass through the doors to get onto the catwalk and begin shadowing Talid and updating Thane until he enters the night club and meets with a group of Krogans.
Pass into the upper level of the club to encounter a worker named Jim Reynolds in the back room. Proceed through the back door and into the alleyway to trigger the cut scene of Kolyat knocking out the bodyguard and pursuing Talid into his apartment. With Kolyat on a better path, Thane's soul is at peace and he can enter into the suicide mission without fear for the future of his child.

This will give you a nice tour of the place, including the local shops and some Side Quests to partake in. You should take Garrus with you for some minor unique dialogue, especially if you're returning for the first time after having done Garrus' Loyalty Mission.
When you see "Shepard VIs" pop up, pick it first! You can get some fun dialogue if you do so, especially twice, but pick anything else and it'll disappear. There's actually a chance during the interrogation to bring up your Spectre status to get the information you want.
If Anderson is the Human Councillor and you haven't visited him on the Presidium yet, we recommend you do so now before asking Bailey to arrest Kelham. Interrogate Elias Kelham When you're ready, talk to Captain Bailey and ask him to arrest Kelham so you can interrogate him.
Interestingly, if you intend to use Charm the entire way through the interrogation, you should actually pick "Plan? This neutral option ensures you can get the information from Elias before the Lawyer enters the room, since Thane won't interject. If you fail to answer Thane in time, or are too far away from Joram for too long, then Kolyat will successfully kill Jorham and escape.
When Kolyat tells Thane he doesn't need his help, pulling the Paragon Interrupt will have Shepard distract Kolyat by shooting the light, letting them get close enough to punch him away from Joram. If you miss or ignore the Paragon Interrupt, you'll have to use one of two more violent options. Picking "[Disable Kolyat]" will have Shepard apologize to Thane before shooting Kolyat in the shoulder, allowing Joram to leave. Back on the Normandy You should now be all wrapped up on the Citadel, so you should use a Rapid Transit to return to the Normandy.

Like Garrus' loyalty mission , you will need to speak to Captain Bailey in C-Sec headquarters, which is located right next to the docking bay after going through customs. If you inquire about Thane's son, Bailey will direct you to Mouse, a "duct rat" who can be found outside the Dark Star Lounge.
This is easily located if you look at your Citadel minimap, although it's important to note that Mouse isn't actually in the bar - he's to the right of the entrance.
Mouse recognizes Thane, but is afraid to divulge any information about who hired Kolyat. Having high Paragon or Renegade will give you unique dialogue options that you can use to make him open up - otherwise, you need to either use a Renegade interrupt or pay him off. Eventually, he will tell you that a criminal called Elias Kelham hired Kolyat to take out a political opponent.
Head back to Bailey in C-Sec and he will call Kelham in for questioning, although you only have a certain amount of time given that he and Kelham have a deal. There are multiple ways to extract information from Kelham, although the easiest ones for Renegade or Paragon Shepards are to use three Renegade interrupts in a row or choose all of the Paragon conversation checks before telling him that you're a Spectre after his lawyer shows up, respectively. You can also rat out Mouse, but that takes a particularly unempathetic Renegade Shep.
Regardless of your method, Kelham will tell you that Kolyat has been tasked with assassinating Joram Talid, a turian politician who is attempting to disband organized crime rings. At this point you will automatically be transported to the blocks and be tasked with trailing Talid while Thane keeps an eye out for Kolyat. Not perfect, but then, what is? Don't know if your drell and mine are talking. I told him life was too short not to, but I don't know if it took. Good luck out there. Thane stops Kolyat: Thane has dealt with his son.
He should be clear of any further distractions from the mission. Kolyat kills Talid: Thane's failure to find his son leaves him distracted. He may not be at peak efficiency. Thane's personal matter revealed troubling issue with Citadel politics. May have to support Elias Kelham and similar criminals to counteract anti-human bias.
